I am directed by Captain Euan Wallace to inform you

that Brigadier General E.L. Spears, C.B., C.B.E., M.C., M.P.

in a letter dated 23rd September 1936 requested the President

of the Board of Trade to obtain information regarding the

rates of wages and hours of work of shoe operatives in Hongkong.

The Commercial Secretary was requested to supply information shewing the portions which contained (a) published

and (b) unpublished information.

A copy of his reply is enclosed. It seems obvious

that the source of the information should be regarded as

confidential and not disclosed. It is requested that you

will be good enough to indicate what portions of the report

itself Mr. Secretary Ormsby Gore considers should be

communicated to General Spears.
